For lucian mains out there can i have guidance on how to use him properly? 40 matches in and I don't deal high damage output as the ones i recently encountered in my rank games.. all he does is Q and passive and my hp is half gone in an instant but when i do it, its like 1/4 of the damage.

I think this matchup is pretty onesided if you play vs a competent Yasuo. If you run exhaust it's easy to time it to neglect Yasuo's burst after his ult. Use it just before ult damage and you will reduce, ult + 1Q + 1 or 2 aa, it won't save your lane systematically but makes harder to dive/abuse you, and slowing a Yas messes with his E and can help setup ganks.

Lucian has mobility. Relatively speaking being half immune to slows isn’t game breaking at all. Alternatively a full damage Garen running into 5 ppl, 1 shotting a squishy and getting away with 10 % hp then healing back to full 20 secs later is arguably way worse with 0 counterplay and much lower skill dependency.
