I think 1 spawns per server in the Roar so it's not rare, it's just where you find it. So there's a pretty small chance to encounter a megaladon. Around a 1 in 6 chance, so 16% chance. There is a 0.014 percent chance that that megaladon will be a Shrouded Ghost. You can run those numbers yourself, but the odds come down to really fucking rare.

As soon as you encounter a meg there's probably a 0.5% chance that it's the shrouded ghost or something like that. It seems to randomly replace any other Meg when it spawns. Very low chance, possibly 1 in 10,000. The one I found was in the Devils Roar far away from fog. I was on an Athena quest at the time.
