I would not ever really go above 20 Willpower unless you want something specific like Blindseer or Ardour Scream and stuff. Gain Fortitude EXP via taking damage with the Training Vest, throwing up from consuming raw materials, and using the Boulder (this will train your Strength at the same time). Unbounded by talking to Brutus in one of the cells at Fort Merit . Overall this can definitely work as a PvE build, just not optimized enough. I have a few versions of PvE builds you can check out and use: Non-shrine version. Reinforced Armor version. Brick Wall version. Jetstriker version. Charisma version.
