If both engines are governed, they both are limited to 3600rpm. The 18hp engine can accelerate to 3600rpm 38% faster than the 13hp. Removing the governor will allow for higher RPM's, but the more power an engine puts out, the more it strains things in the engine that were not built for those speeds.

There are only a small handful of builds using this turbo but none on a go kart. The only one I could find real details on was a 150cc scooter, and the turbo made 6psi of boost on it.
