I built a hydro power plant and it was working but then for some reason water stopped moving throught it. How do I fix this?

If there is a bug, try a different location. Also, sometimes water flows both ways in a river, confusing the dam's orientation.The higher the water behind it and the lower it is on the other side increases power.
