Brel Hard horns allow you to upgrade from relic to ancient. And they unlock honing to +25. Akkan will be a soft-reset like Brel normal was. makes you extra horny. Just like you have Valtan/vykas and Brel relics, you have Brel hard and Akkan ancient as different sets. Brel Hard allows you to hone up to 1615, and Akkan up to 1650.
